Choosing PDF vs images for forms

When to send a multi-page PDF versus a set of JPGs for applications, receipts, and scans. · 6 min read · by Ruben Rocha

Use PDF when…

You need page order, printable fidelity, and a single attachment. Applications, contracts, and multi-page scans belong in PDF. Merge JPG to PDF when you photographed each page with your phone. Reviewers prefer one file they can print or annotate without hunting through a zip of images.

PDF also survives forwarding better. A chain of email forwards with five separate JPGs invites people to lose page three. A single PDF keeps the sequence honest.

Use images when…

A portal demands JPG/PNG uploads, or you need to annotate a single page in a chat. Export PDF pages to JPG when a site rejects PDFs. Watch file size — portals often cap uploads at a few megabytes. Compress before you submit.

Images are also fine for a quick photo of a receipt when the finance tool only accepts images. Just avoid sending identity documents as uncompressed HEIC originals to random converters first — convert locally.

Privacy and quality tips

Forms contain identity data. Prefer local conversion on Omnipus over uploading IDs to an unknown converter. Shoot pages straight-on in good light, crop distractions, then convert. Crooked photos make both OCR and human review harder.

If a portal wants both a PDF and thumbnail images, generate both locally from the same set of page photos so nothing inconsistent sneaks into the packet.

Accessibility tip: when you control the form packet, a text-based PDF is kinder to screen readers than a stack of photos. If you only have photos, OCR locally to create a text layer for your own records, even if the portal only accepts the images. Future you will thank present you.

Portal quirks

Some portals accept PDF but silently reject encrypted or very large files. Unlock and compress locally before you sit down to submit. Others accept images but re-encode them aggressively — send a slightly larger source so their recompress still looks acceptable. When in doubt, keep a folder with the exact files you submitted for your records.

Last tip: name files clearly before you upload — lastname-passport.pdf beats IMG_5032.jpg. Reviewers handle dozens of packets. Clear names reduce follow-up email, and local rename costs nothing. Combine rename, compress, and merge in one sitting so the packet you submit is the packet you meant to submit.
